“Party President Peter Walubiri has made changes to the cabinet,” the former Oyam South MP, Hon. Ishaa Otoo Amiza told TND News, Monday.
Kampala – 10, May 2021: Peter Walubiri has finally made changes to his cabinet – nearly two months after he denied “doing it soon”.
“It’s a speculation,” he told this digital newspaper, months ago.
The UPC man has for long been in power fights with the other UPC party president, Hon. James Micheal Akena Obote – also the MP elect for Lira City East Division.
Both Walubiri and Akena – the latter’s late Father – Dr Apollo Milton Obote (the Father of the Nation) founded UPC and became its leader and the country’s Head of State – twice, have both vowed to protect the interest of UPC party members.
Both were (re)elected in separate delegates conferences held in early and late 2020 to lead the party for the next five years. Strangely, both often accuse either groups of being elected illegally.
In 2020, the Court of Appeal ruled that Akena was occupying office illegally, and the same Court ordered fresh elections as per UPC party Constitution.
Speaking to TND News Monday evening, Hon. Ishaa Otto Amiza told this publication about the new cabinet changes.

“Party President Peter Walubiri has made changes to the cabinet,” the former Oyam South MP, Hon. Otoo adds.
“That appointment follows the ruling of the Court of Appeal that ordered for election in UPC and subsequently Walubiri emerged winner defeating Mr Joseph Ochieno, Dr Dickson Opul and Dr Okello Dan,” he added.
Hon. Otto retains his Secretary General position.
Those appointed are: Mr Matiya Kisembo, Vice President, Mr Ikibbo Apollo, National Chairmam (Read full list below).
The Akena administration were yet to respond to our request for a comment by press time.
Speaking last year at a press conference, Akena vowed to ‘crush’ his opponents.
