Are they corrupt? Man writes to IGG to investigate Ministers Anite, Bahati


Dear Madam,


As you are aware recent public outbursts and reports have rattled our media over claims by Hon Anite Evelyn of a mafia clique in government with plans of killing her.

Something I verily believe to be a hoax and a plan aimed at concealing the actual truth that she cannot account for her recent ill-gotten fortune meant to secure the UTL sale for Mauritius Telecom.

Recent reports by Hon. Bahati David that his life was in danger having received death threats by some individuals including foreigners, turned out to be a diversionary attempt from what was clearly a love affair between him and a married woman of Rwandese origin named Alice. The similarity in both ministers’ claims of death happen to coincide with their illegal activities.

In November 2017 Hon. Anite Evelyn received an undisclosed amount of money believed to be USD 8,000,000 (EIGHT MILLION UNITED STATES DOLLARS) equivalent to UGX 29,600,000,000 (TWENTY-NINE BILLION SIX HUNDRED MILLION SHILLINGS) which she shared with another junior cabinet Colleague at Ministry of Finance, Planning and Economic Development.


Consequently, in the same period starting with November 2017 Hon. Anite Evelyn purchased various highly priced assets that included the following;

  1. A commercial building opposite UNEB offices formerly belonging to Balam Barugahara at an exorbitant amount of USD 600,000 (SIX HUNDRED THOUSAND UNITED STATES DOLLARS) equivalent to UGX 2,220,000,000 (TWO BILLION TWO HUNDRED AND TWENTY MILLION SHILLINGS).
  2. A residential mansion in Buziga valued at USD 800,000 (EIGHT HUNDRED THOUSAND UNITED SATES DOLLARS) equivalent to UGX 2,960,000.000 (Two billion nine hundred and sixty million shillings).
  3. Plot 22 Prince Charles Drive KOLOLO at USD 1,800,000 (one million eight hundred thousand United States Dollars) equivalent to UGX 6,660,000,000 (six billion six hundred and sixty million shillings)
  4. Acquisition of land, construction and furnishing of country Motel Koboko situated in Koboko Municipality valued at way over UGX 5,000,000,000 (five billion shillings)

Honorable David Bahati in the same period of time bought back his house from a known money lender in town at a price of UGX 2,000,000,000 (two billion shillings) and also began construction of the now completed village mega mansion in his village in Ndorwa West constituency.

In addition to the above Hon. Anite Evelyn in June 2018 as the supervisor of Uganda Free Zones Authority was complicit in the loss of Public Funds amounting to UGX 7,400,000,000 (seven billion four hundred thousand shillings) in the purchase of non-existent land meant for the establishment of an export free zone area.

To date UFZA has not possessed the land despite numerous correspondences warning her of the issues that surrounded that particular piece of land including public hearings for cancellation of that land title.

Following the public hearings, the Commissioner Land Registration cancelled the forged land title that was purchased by government on her watch.

To confirm her involvement in this transaction no attempts have been made to recover the money paid to the fraudsters Col. Dick Lutaya (who was involved in the purchase of junk helicopter earlier) and Paul Bukenya.

Such actions of public officials if unchecked shall continue to erode public confidence and continue to cause financial loss to the government of Uganda of funds that would be used to cater for more necessary development projects.
