Police officer also arrested for apprehending suspect and raping her

Gulu – Robert Ocuku a police constable attached Butabika fire brigade in Kampala was earlier this week arrested by police after he was alleged to have raped one Filder Akumu who was earlier in October detained for stealing 7,500 US dollars from an Eritrean man.

Ocuku arrest came after Akumu appeared before a Kampala Magistrate Court where she told court that the officer who arrested her raped her from a hotel room before being taken to Kampala.

According to Jimmy Patrick Okema, the Aswa region police spokesman, Ocuku arrest was ordered by the magistrate. He also confirmed that the suspect was brought back to Gulu police within the jurisdiction of the alleged crime.

He said Ocuku was an expert tasked to track and arrest Akumu so that she can respond to allegation of stealing 7,500 US dollars belonging to an Eritrean man in Kabalagala in Kampala, but after a successful arrest on October 3, 2018 from Palaro trading centre in Gulu district, he later hired a lodge in Gulu town where it is alleged he raped Akumu before delivering her to Kampala.

The rape, according to Okema took place soon after October 3 following demand that Akumu be brought to answer allege theft case that was registered at Kabalagala police post under reference number CRB 1188/2018.

Meanwhile, Aswa Regional Police Commander, Ezekiel Emitu stated that it is illegal for a police officer effecting arrest to take the suspect to lodges in an area where there are police cells.

The region’s police spokesman said Ocuku will also be held responsible for taking suspect in a hotel room.

“We have police cell in Gulu town and the police officer should have taken the suspect there. He should be held responsible for taking the suspect to the lodge,” Okema noted.

Okema also said that investigation on Ocuku has been completed, adding that the  case file  will be taken to court anytime to face charge of rape after the advice from Resident State Attorney of Gulu, Mr Patrick Omiya.


Akumu on arrest confessed stealing the money and requested police  officer to allow her sell off her pile of bags of charcoals, power sow and a piece of land in Koro sub-county in Omoro district, the properties she claims she has already invested the money in .

She also, again revealed that some of the money was shared with her husband who was living in Kitgum town.

The officer allowed her to sell her properties to recover 7,500 US dollars but from the sales, the money was not enough.

Both Akumu and her husband are facing charges of theft of 7,500 US dollars in a court in Kampala.
