Agriculture ministry commences countrywide farmers’ registration

Ministry of Agriculture, Animal Industry and Fisheries on Friday kick-started a country wide  profiling and registration of farmers, farmer organizations and agro-input dealers in Uganda with the intention of forming a comprehensive database which government will utilize for interventions in the agriculture sector.

The exercise started with five districts including Amuru, Kalungu, Iganga, Nebbi and Ntungamo in the months of May, June and July and it will later be rolled-out to other districts in the country.

Assistant Commissioner in charge of communication in agriculture ministry Consolata Acayo says the ministry seeks to achieve its mandate through strong farmer organizations because the registration will facilitate the pooling of capital, human, physical, natural and social requirements to achieve progress that would otherwise been be impossible when dealing with individual farmers.

Acayo noted that the scheme would be operationalised through the e-voucher system that uses mobile delivery to distribute the subsidized agro-inputs through agro-input dealers to beneficiary farmers.

Acayo added that registered farmers will place their orders on the e-voucher system and both farmer and government contributions will be channeled to the agro-input dealers through the system, to fight fake agro inputs on the market.

A statement by the ministry seen by our reporter indicates that for the e-voucher system to be successful, there is need for a database of eligible farmer organizations (Rural Producer Organizations, Co-operatives, and Area Commodity Cooperative Enterprises), from whose membership, farmers would participate in the scheme.

It will also require that certified agro-input dealers are identified and profiled for selection and enrollment for eligibility to participate in inputs supply and distribution under the input subsidy scheme.
